What is a “Safe Community (Sc)”?　セーフコミュニティ（Sc）とは？

It is a community development model that holds that a safe and secure livable environment for everyone can be created through cooperation and collaboration between local residents and governments based on the premise that accidents and injuries are preventable and predictable. (Recommended approach by WHO and first introduced in Sweden)

事故やケガは偶然におこるのではなく予防することができるという考えのもと、地域住民や行政などが連携・協働して誰もが安全で安心に暮らすことができるまちづくりを進める取り組みです。（WHOが推奨するスウェーデンで始まった取り組みです）

Progress of the Safe Community Program in Kameokacity　亀岡市のセーフコミュニティのあゆみ

In hopes of rebuilding a close-knitted, cohesive community and to promote safe and secure community development through injury prevention, Kameoka City officially implemented the Safe Community Program in 2006 and was designated as a “Safe Community” in 2008. It was the first city in Japan to receive this designation (132nd in the world).

It was re-designated in 2013 and in 2018 as well.

亀岡市では、人と人とのつながりや地域コミュニティを再生していきたい、また、外傷を予防し、安全で安心なまちづくりを進めていきたい、そのような想いから2006年にSc取組宣言を行い、2008年に日本で初めて（世界132番目）認証を取得しました。

2013年には再認証、2018年には再々認証を取得しています。

Measures for Promoting Safe Community Activities Inkameoka City　亀岡市のセーフコミュニティ活動推進体制

In order to promote the Safe Community Program, a special program promotion head quarters was created to facilitate the program participation of institutions and groups related and involved in the provision of a safe and secure environment.

With regards to the 6 top-priority issues (sports, traffic, crime prevention, suicide, pre-school children and elderly) in Kameoka city -identified via a regional diagnosis assessment, a Taskforce Committee was established within the organization to tackle and address these issues in collaboration with local citizens.

亀岡市ではScを推進するために、安全・安心に関連する機関や団体等が参画する推進組織を設置しています。

その中で、地域診断で明らかになった亀岡市における6つの重点課題（スポーツ・交通・犯罪・自殺・乳幼児・高齢者）に対して対策委員会を設置し、市民等と協働で課題解決のための対策を実施しています。

Kameoka “Community Watch” Project　かめおか「まち・レコ」プロジェクト

Local citizens and companies with cars that have a dashboard camera are asked to attach an original awareness raising sticker onto their cars. This surveillance program is part of an effort to develop and reinforce the “community watch system”.

ドライブレコーダーを設置している市民や市内企業に協力いただき、オリジナルの啓発ステッカーを貼付して通常走行することで「まちの見守り体制」を充実・強化する取り組みを行っています。

Kameoka “Safe Driving” Project　かめおか「セーフティドライブ」プロジェクト

Citizen volunteers who practice safe driving are recruited and asked to put a sticker – made by the Taskforce Committee, on their vehicles with the goal of raising traffic safety awareness among citizens and reducing traffic accidents.

安全走行に努める市民ボランティアを募集し、対策委員会が作ったステッカーを車に貼って走行してもらうことで市民の交通安全意識の高揚と交通事故発生抑制を推進しています。

Safe Community Kameoka Song　「セーフコミュニティかめおかの歌」

The “Safe Community Kameoka Song” was created to convey the Safe Community Program activities in an easily understood manner. Over 300 citizens participated in the making of the video to promote the song and raise awareness regarding Safe Community activities.
